In accordance with the instructions of

the Secretary of State, I have discussed this matter

with Sir Horace Hamilton of the Board of Trade

with a view to seeing whether they could suggest any

means of giving effect in the Colonies to Mr. Amery's

desire to help the sale of British motor vehicles

in the Colonies, as opposed to those of American

manufacture.

The result of my discussion is that Sir

Horace Hamilton has no suggestion to offer, except

that we should ask the Governor of Hong Kong if it

is not possible in any way to influence whatever

Company, or other body, that is licenced to run

a motor service, to buy vehicles of British

manufacture. He also raised the question as to

whether Hong Kong was a free port by Treaty or

simply because it has always been the policy to
